I am using TT Home and Business. I have completed a federal and a state return. When I transmitted the files, I received a message saying "We are experiencing internet transmission problems. Your transmissions did not go through. Intuits Electronic Filing center did not receive your returns. Please try again later. Error 2"
I tried several times and kept getting the message. I loaded TT to another laptop and still received the message. On the second laptop, I then only transmitted the federal return and it successfully transmitted. I then tried transmitting the state file and again received the error. The state is WV and the return has a attachment.
I then loaded TT to a third laptop and attempted to efile the state and received the same error code. I have made sure pop up blockers are off, cleared cache, lowered the windows security setting to medium and set to default. I have downloaded all updates for TT. The file size I am uploading is 11 MB and a pdf required by the state. I do not know if the file attachment is the issue but is the only variance from the federal file which did transmit.
Has anyone else experienced a similar issue and found a fix? I dread calling customer service because they never seem to be able to help.

This is a long shot, but did you happen to have an underpayment of WV estimated taxes and thus a penalty? If so, the West Virginia Form IT-210 is not yet ready for efiling. The projected date of availability for that form is 2/13/2025.
Since you efiled the Federal return first, you won't be able to efile the state return until the Federal return has been accepted. Also go back to the REVIEW tab in the left menu column, and it should run the error check again to see if anything shows up.
I'm not familiar with WV, so I don't know if/what attachments are allowed in efiles or not. Maybe someone familiar with WV will see the thread, but it would have been more optimal if WV had been mentioned in the thread title to catch some WV eye. You can edit it, if you wish to add "WV", by clicking the tiny 3-dot icon just to the right of the thread title.
Update:
The issue was the pdf file size of the WV required attachment. After I resized the file and reattached, the transmission successfully went through and was accepted.
When I originally called Intuit for help, I suggested this was the issue because it was the only variable that was different. No one took me seriously. They had me un-install, re-install, adjust this, adjust that and after approximately 45 minutes, the call mysteriously ended. Every year I have a TT issue and get no where with tech support. During the call I also showed them where the program freezes and stops responding every time. No one cared. I've done 3 other returns since then and it is still a issue. I think it is time to use a new product.
I was having the same problem as RNDawson with the Turbotax Bussiness 2024 edition. I'm glad I found this post because this was my exact problem, but it was with the for form 8453(digital signiture).
I rescanned the form as a .jpg instead of .pdf to reduce the file size, and it transmitted no problem.

I am having the same issue as @RNDawson with TurboTax Business 2024 desktop that is having "Internet Transmission" error 2. My only attachment is the 8453-PE which I have reduced in size from approximately 900 kb to 300 kb, but that has not resolved the issue. Has anyone found other solutions?
