I am about to file my taxes. I am under File -> File a Return. It is asking me for how I want to pay. I am confused about what I am paying for. I paid for the software and 1 state. Also, the first option says there is an additional $40 fee; does that mean the Credit card option is better/cheaper?

You are using the CD/download. Your software included the federal and one state software program to PREPARE a state return. There is an extra fee if you e-file the state. You can avoid that state e-file fee if you print and mail the state return instead of e-filing the state. If you fall into the trap of paying for that $25 state e-file fee of $25 with your federal refund, you will also be agreeing to an extra "refund processing fee" of $40 to have that fee taken out of your refund by a third party bank.
I suggest mailing your state return to avoid the whole mess. On the screen where you can choose how to file you can click to only e-file the federal and then later you can print and mail the state for the cost of a stamp.
If you really want to go ahead and e-file the state and pay the $25 state e-file fee----pay that upfront using a credit or debit card instead of agreeing to have it taken out of your federal refund---unless you do not mind paying a whopping total of $65 just to e-file the state return.
You purchased the TurboTax Premier software edition from New Egg as a download that you were supposed to install on your personal computer.
Why are you using the TurboTax online editions since you have already purchased the software?
The TurboTax desktop CD/Download editions and the TurboTax online web-based editions are completely separate programs with different price points.
Download the 2021 tax data file from the online edition and then open that file with the TurboTax software you purchased and installed on your personal computer. Do NOT use the online edition.
