Yeah.... I did that and the person actually told me I needed to order both the $60 deluxe package AND the $60 state filing fee in order to file at all....so no, your solution is incorrect. Maybe your staff should be made aware of this so your customers don't have to gerry rig a solution themselves.

The CLUE to the question is how to enter this Frontline Worker payment on federal return WITHOUT having to Upgrade TurboTax.  Please answer the question asked.  If not possible then just say so.  Then this needs to be reported to the IRS because they pay Turbotax to let us do return for free since income qualified.
