Federal taxes owed can Never be paid from the state tax refund. You pay the federal taxes owed as you chose to do in the File section of the program on Step 2.
You cannot pay the federal tax due from a state refund. You can say that you will mail a check to pay federal then e-file them both. Pay the federal tax due by April 15, 2024 by whatever method you choose to use.
If you owe tax due, you have to pay it yourself by the filing deadline on April 15, 2024.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

When using the Deluxe online edition, which has a current charge of $59, and include a state program, the state program is an additional $59.
Yes. When you use a paid version of online TurboTax there are separate fees for federal and state.
