Can I file a 2020 year tax to get stimulus payments for a family member who is currently in Federal prison using Turbo Tax?

If the person had income in 2020, yes, the Recovery Rebate can be claimed on their 2020 tax return. If the person had no income in 2020, the process has not yet been established. We are awaiting guidance from the IRS on how to proceed in those situations.
