The file save dialog does not show the selection pane to allow choosing a subfolder. There is a button to create a folder and the popup to move up the directory hierarchy, but no pane to choose a directory to move further down.

Are you using Windows or a Mac? In Windows I have the folder selection pane.
Do you see the list of files in the current folder that you are in? If so, there should be a vertical scroll bar to the left of the list of files. That scroll bar is actually part of the folder selection pane. The blank space to the left of the scroll bar is the folder pane. It may be blank because you are so deep in the folder hierarchy that the current level of folders is pushed off to the right. Drag the right edge of the scroll bar to the right, to make the folder pane wider, and you should see the folders.
No, I do not see the contents of the current folder at all. When I click on the little downarrow by the current folder popup to expand things, I get a sidebar with volumes, favorites, etc., but no display of the current folder contents. I took a partial screenshot, but don't see how to attach it.
All I really see is the pane that wants me to give an encryption password, etc.
Oh, and I am on the Mac, as I selected when I created this post.

Ok, here is a partial window (I left out most of the sidebar and the file name at the top to exclude identifying information).
I have the same problem on TurboTax Home & Business 2022 for Mac. I am on Ventura (macOS 13.1), and installed the most recent updates as noted by the software at startup.
Using File->Save... brings up the "Save As" dialog, and I can 'move up' directory-wise, but there is no way for me to select a directory deeper in the hierarchy. If I try to use "New Folder" to maybe get to my target directory, it notes that "This name is already taken."
I can work around it for now by saving in some random directory and moving it in Finder and re-opening it in TT, but it would be nice to get this rather basic functionality working correctly.

I did not see a followup answer to this. I just installed TurboTax Premier on Mac OS Ventura, and this bug is still there. I had to save the file to one of the "recent" locations, close turbotax, move the file, then re-open it.
Was this ever fixed?
It is still being worked on by the tech team, and we are hoping to have a resolution to this soon. @bhhales
