Payment Plan for State Taxes

If I wanted to set up a payment plan for my state taxes, would I fill out a payment plan request with the state before I submit my tax forms or after? What payment options would I select if I pay directly through the city rather than Turbotax?

Someone might be able to help if you tell us what state----and tell us what you mean when you mention paying through the city---what city?

Meant to write state instead of city. The state is Arizona.

Thank you! But how would I complete my filing without setting up a payment date through Turbotax? It won't let me send my forms without entering a date for the funds to be taken out of my account.

Just tell the software you will mail a check and e-file it.  Then set up your plan with the state.
