I have my 2022 W-2 filled out, I just need to know where/how to file it. I keep going in circles on the IRS website, I dont need a new form, I already have one. How to I file it?

You do not complete a W-2, your employer does. You do not file a W-2, you enter the tax data from the W-2 on the federal tax return, Form 1040. The Form 1040 is what you send to the IRS.
You will have to print, sign, and date the 2022 Form 1040 then mail the form to the IRS. Include with the mailed tax return a copy of the W-2.

How did you fill it out? And when? The Online version is only for 2023 now. To do 2022 you had to use the Desktop CD/Download program on your computer. Have you printed out the 1040 tax return?

Don’t forget your state. And you will have to print and mail your returns. So be sure to attach copies of your W2s and any 1099s that have withholding on them. You have to mail federal and state in separate envelopes because they go to different places. Get a tracking number from the post office when you mail them for proof of filing.
Not sure what you mean when you say you have your W-2 "filled out." Employers issue W-2's to you--you do not fill out a W-2 for yourself. Do you have a W-2 that came from your employer? You have to enter it on a 2022 tax return Form 1040. That return can only be filed by mail now; it cannot be e-filed.
Online preparation and e-filing for 2020, 2021, and 2022 is permanently closed.
To file a return for a prior tax year

You may also want to explore purchasing the software from various retailers such as Amazon, Costco, Best Buy, Walmart, Sam’s, etc.
Remember to prepare your state return as well—if you live in a state that has a state income tax.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
Note: The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac. It cannot be used on a mobile device.
If you are getting a refund, there is not a penalty for filing past the deadline. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.
