If I download the program, can I use it for 5 returns?

If you install the 2024 TurboTax desktop edition on your personal computer you get 5 free federal e-files included.  After the 5 e-files are used any further tax return can only be printed and mailed at no charge.

Note - There is a $25 state tax return e-file fee for each state tax return e-filed.  This charge can be avoided by printing and mailing the state tax return.

When you use the desktop download you can prepare and e-file up to five federal returns and the state returns that go with them.  There is a $25 state e-file fee for each state return---which can be avoided if you print and mail the state.    If you have more than five federal returns to prepare for family members, etc. you can do that, but the additional ones must be filed by mail.  The five federal e-file limit is an IRS limit.
