It states my agi was not correct when I entered 0 because the line is blank. But that’s the only suggestion I’ve seen given by TurboTax but it still rejected it.
Line 8b on 2019 Form 1040 is your adjusted gross income. If you did not have any income or did not file a tax return, $0 is the correct answer.
You can get an IRS transcript to check whether $0 matches what the IRS has on file for you.
If you are unable to e-file, you can file by mail. Send your return by certified mail with proof of delivery so you have a record of the IRS receiving it.

All my files show I did not file in 2019 but I do have a 1040 form which is blank. I have submitted my return 3 times with it at 0 and they have all been rejected. I cannot request from the irs as it seems there website doesn’t work.
If you submitted your return with $0 AGI and it’s been rejected multiple times, it means the IRS has a different AGI on file for you or there is a problem with their system.
The first step is get an IRS transcript. It sounds like you tried that and it did not work.
You may have to mail in your return. Click How do I print and mail my return in TurboTax Online? Send your tax return by certified mail with return receipt.
Is it possible someone filed a tax return with your ID? You may want to call the IRS at 800-908-4490.
