My Pa State Tax Return, it tells me that since my husband died in 2018 that I can file Federal Tax Return married jointly, but I have to file the state tax separately?

It will not let you file jointly if your spouses' name is first.  You will get the error cannot file as primary deceased.  To fix this you need to make your name first on the return.  Then you will be able to file the return PA jointly.
