Leave the code P and amount in Box 12 on your W-2. After you enter the W-2, enter your moving expenses. This is a separate entry which will ask for the rest of the required information needed to remove the error and provide the tax deduction. When you are signed into your return, type moving expenses into the search bar and hit enter. Use the Jump to moving expenses link in the search results to be taken to the entry section in TurboTax. Click through the screen and enter your moving expenses. At the end of the entry, the amounts from Box 12 should no longer be taxable and the error should be gone, allowing you to e-file.

Thank you for the prompt reply.
I have left code P and the amount on my W-2 ($654) . I have then entered my moving expenses. It then asks if it was for a PCS move for the military (yes, it was) and then the next screen asks:
'Enter any reimbursement you received from the government for your moving expenses of $xxxx. Do not include: The value of any moving expenses provided by the government. Any part of dislocation, temporary lodging or move-in housing allowance you received.' On that screen I enter in the amount that code P is for, which for this case is $654.
Even after doing that, during the review it pops up that something needs review and the page it is still asking me "Link for box 12 code P must be established. To associate this amount with the proper tax form, go to Federal and select Wages & Income. Next, select "Choose what I want to work on." Then select the Update button for Wages and Salaries. Edit the W-2 on which you reported moving expenses. Proceed through the screens until you reach Enter Your New Work Location. Enter the city where you moved." Also, on the embedded filled out W-2 form that appears below this message, in the area where it says: If Box 12 code is:
P: Double click to link to Form 3903, line 4; there's a white box (it appears I can type in that box, but even when I do or even try to double click, nothing happens).
So it seems that all I need to do is have Turbo Tax somehow link the W-2 that has code P on with my moving expense form, but for some reason I can't seem to do this. Thank you again for the help.
Try this. Delete the code P line from your W2. The go back to the moving expenses. On the screen that you describe:
"Do not include: The value of any moving expenses provided by the government. Any part of dislocation, temporary lodging or move-in housing allowance you received.' On that screen I enter in the amount that code P is for, which for this case is $654."
Do not put any entry in that box. The amount from your W2 box 12 covers this. Do not put it in again.
Then go back to your W2 and re-enter the box 12 code P and continue the interview. You should get the question asking you to link the box 12 data to the move you have entered in expenses. Click yes and finish the interview.

FINALLY! Figured it out.
Delete BOTH the PCS W2 and the moving expense input under deductions. log out and log back in.
Reenter the PCS W2 info and include the P code with amount. It will ask you to list a new location and input city and state. It will also say that it will handle moving expenses later.
IMPORTANT!!!!
Now go to the search field and type "moving expenses" and click "jump to moving expenses" This will now fix the issue and link the 3903 with the PCS W2. For some reason if you just go back to deductions and hit edit moving expenses you will keep getting the error. You will notice that the amount (CODE P) is now auto-populated in government expense on the 3903. You will not need to reenter that amount.

I was able to get it figured out as well, but it involved me downloading the actual software and using the turbotax program. The program allowed me to go in and manually edit it, and once I was able to do that, it was good to go. That was seriously a huge headache, and I was on the phone with the turbotax peeps for around three and a half hours as they tried to figure it out. I am glad your way worked though!! I definitely wish I had known that last week!!

Sorry for the late reply. I was able to eventually figure it out, but currently since I submitted my return I am unable to remember the exact way in which I fixed it.
If I recall correctly, as stated above, I deleted the W2 and moving expense. Logged out (used another PC actually) and re-entered the W2 and then did what you stated above. I am sorry that I forgot to write down what I did at the time. But what FoxyDeuce wrote above sounds familiar.
