If I owe back child support will they take my federal income tax return I live in Kansas

It doesn't matter where you live, if you have registered IRS debt, they will take your refund.
You can get information on federal tax offsets, including a number to call for information in this IRS help topic:

It doesn't matter where you live, if you have registered IRS debt, they will take your refund.
