Is there is something wrong with review and it is not fixed???

I'm a non-resident of PA but it kept asking to review it.

No, there's nothing wrong with Review. 

When you say you are a non-resident of PA, does that mean you don't live there, but you have to file a PA return, or do you mean you don't need to file a PA return at all?

If you don't need to file a PA return at all, but there's one in your TurboTax file, you can delete it. Here's how to do that:

1. Sign in to TurboTax. 
2. Select State Taxes, then Your State Returns.
3. Select the trash can icon to the right of Pennsylvania. 
4. Confirm your delete.
5. Select Review and Continue from there.

If you do have to file a non-resident PA return, what messages are you getting in Review?

That didn't help either. I still have to file PA. Clearing and starting over is a waste of time.

Many issues that seem nonsensical can be fixed.  First close your return and follow the steps below to see that you need to do depending on the version of TurboTax you are using:

• If using TurboTax Online: Clear your cache and cookies. See this FAQ, for your particular browser.
  • You can also try using a different browser
• If using TurboTax Desktop: Please see this FAQ.
  • Make sure you have ran all the updates

If this does not work, as JulieS said, give us what error messages you are getting to that we can help you find the solution.

Not the way one had tried to push me to complete my transaction when the issue had still persisted. Yes I did switch browser as well. Nah it's how programmers program the TurboTax to follow the federal and state tax laws for that year. Not born yesterday.
