can you provide more detail on what happened? Look at Line 30 of your tax return..... also review the module in TT where the information related to the 3rd stimulus was requested to be entered.
if you entered a number that was LESS THAN what the IRS knows it sent you for the 3rd stimulus, then Line 30 was inflated and THAT is what the IRS adjusted to match their records. the adjustment reduces your refund.
The IRS nor TT is going to pay you twice for the same tax benefit. That is the result of not entering in TT what you received for the 3rd stimulus - in effect you are requesting the same benefit twice. does that make sense?
No that is not correct. Turbo Tax doesn't pay anything to you.
How much is missing?
1400 is for the 3rd Stimulus payment for each person. It is on 1040 line 30. Line 30 is only if you didn't get the full amount or qualify for more.
If you claimed a missing stimulus payment on your return but the IRS took it off you have to ask the IRS. They think they already sent it to you. Maybe it went to an account you don't remember. Or you got a check or a card. It was probably easy to miss the debit card in the mail and think it was junk mail. They have to put a trace on it.
Double check your bank statements and Check your IRS account to see when and what they sent you (check both spouse's accounts if married)

How would the IRS even know about any alleged software "bug?"
Either you misunderstood the IRS rep or you spoke to someone who lacks even a basic understanding of tax software used by folks who prepare returns using do-it-yourself tax software.
".....turbotax honoring and paying the portion stated on the return that the IRS is not paying" is not going to happen.
If you made a mistake and entered incorrect information for the recovery rebate credit or the advance child tax credit payments, then the IRS corrects your refund amount and reduces it to the amount you are actually entitled to under the tax laws. TurboTax does not compensate you by giving you extra money you were not entitled to receive.
Use the links provided to you already and check your online IRS account to see what the IRS shows that they sent to you last year. Then if you had an incorrect amount on line 28 or line 30, your refund on line 35a was an unrealistic and incorrect amount----so the IRS made a correction for you. You do not have to amend for this.
