If opted to pay my turbo tax fees from my return. Then they got rejected due to a typo on my end, so I fixed my return and went to re-file do I have to pay the fee again

No you do not have to pay fee again on rejected return.

If you ultimately e-file your tax return you still have to pay your TurboTax fees, and it will still come out of your federal refund which is what you requested.   You will not pay twice.

You only pay once.  If your return rejected then nothing went though or got paid.  If you want you can switch to pay by credit card then you will avoid the EXTRA $40 Pay with Refund Service charge.
