Paying your fee did not file your return. If you did not go all the way through the FILE section and click the big orange button that said "Transmit my returns" or if it was rejected and you did not follow up and fix it and re-file, then the return was not filed. The only way to file a 2019 return now is to print it, sign it in ink and mail it. E-filing has been closed for 2019 returns since October 2020.

Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
It is too late to efile a prior year return. You will have to print and mail it now.

I did go through all the way through the FILE section and clicked the BIG ORANGE BUTTON that said "Transmit my returns" and I even received an email confirmation from Turbotax saying my federal return was accepted by the IRS. I kept checking the status on Turbotax AND the IRS, but it said pending. Now, it turns out it never went through because it does not appear in the filed taxes section in my or my husband's IRS account. The state returns were filed, just not the federal one.
When did you file it? The IRS is still behind processing 2019. If the State return was efiled and accepted then the federal return went though. You can not efile state unless federal was efiled and accepted. You need to call the IRS and maybe Turbo Tax to trace it.

If your 2019 e-file was accepted:
The IRS refund site only displays information about 2020 refunds now, so you will not see any information there about your 2019 refund.
If you chose to have your fees deducted from your federal refund:

First choose your language. Press 1 for English.
Then do NOT choose the first choice re: "Refund", or it will send you to an automated phone line.
Instead, press 2 for "personal income tax".
Then press 1 for "form, tax history, or payment".
Then press 3 "for all other questions."
Then press 2 "for all other questions." It should then transfer you to an agent.

We filed it April 9, way before the original deadline, and got the confirmation emails for all of them. We even paid back the NJ owed taxes and received the NY refund. But nothing with the federal. The worst part is that not only we did not get the federal refund because of this, but also the stimulus payments...
