There are many possible discount offers, so it's not known which one you are talking about, and some require specific steps to take . All we can do in this forum is guess, but I'll tell you how to contact Support below. I'll ask you some questions in case it helps anyone in the forum comment further today. Who was the email from that offered the discount? Does it appear to be from TurboTax/Intuit, or a partner company, financial institution, etc. Moreover, one also has to be careful about potential scam emails. TurboTax Support can tell you if the email is legitimate and further assist you as I'll mention below.
Some discount offers might only apply to the Federal return, and some offers might say " get up to" with the amount of discount differing by product level (Deluxe, Premium, etc.)
Discount offers from affiliated partners, such as financial institutions, etc. usually require users to use an affiliate partner's link to prepare the returns in order for a specific discount to show up.
Again, without any knowledge of the email, all we can do here is guess. If you wish to do so, you can post a couple sentences quoting the exact wording of your offer here, and someone may be able to comment further today. But again, be careful not to post any personal info in this public Internet forum.
For specific help with your issue, you can phone TurboTax Support, tell them about the email, and read the offer to them. Nothing account-specific can be handled in this public user community forum.

And everyone is currently getting $10 off, so it sounds like you didn't get any additional discount at all. The TurboTax website currently shows all users getting a $10 discount (e.g., Deluxe at $59). So it looks like you got charged the regular discounted charge ($59) that everyone is currently getting.
You didn't say who the email offer was from, and how it said to collect the discount; i.e., the special instructions for applying the discount. But you can go over all that with TurboTax Support, since you're going to have to talk to them anyway.
Again, one has to be cautious about potential scams. We won't know in this user community forum if an email is legitimate or not. But TurboTax Support should be able to verify anything and then, hopefully, figure out what/why it didn't work.
