TurboTax never files your tax return for you. If you are e-filing it you are the one who has to go all the way through the FILE section to click a big orange button that says "Transmit my returns now." Unless YOU do that, your tax return is not filed.
OR---if you are choosing to file by mailing it in, then you have to print it, sign it and mail it yourself. TurboTax does not mail it for you.
No one is going to "send' anything to you. If you want to print your tax return, you print it for yourself--after you pay your fees.

When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Payment of any TurboTax fees is in the File section of the program in Step 1. You pay using a US credit or debit card.
if you don't file, there is no charge to use (i.e. try) Turbotax.
