At some point you accidentally selected to upgrade and pay. You’ll have to clear and start over to make sure you stay on the free path when they suggest you to upgrade.
You may have accidentally selected to upgrade instead of selecting the version you intended. To switch to a lower-priced version of TurboTax, you can use the clear and start over feature to erase your current return and start from scratch as long as you have not submitted payment or deducted the TurboTax fee from your refund. Please see the TurboTax FAQ Can I downgrade to a lower-priced version of TurboTax? for additional information.
Please note: TurboTax Free Edition is for filers that use a simple Form 1040 with no additional schedules. If your tax situation requires additional forms/schedules, you will be prompted to upgrade.

If you have not paid for the online edition you are using, have not filed your tax return or registered the Free edition, then you can clear your return and start over with a lower priced edition. Click on Tax Tools on the left side of the program screen while working on the 2019 online tax return. Click on Clear & Start Over.

Use the TurboTax Free File program if you are eligible - https://freefile.intuit.com/
If you are eligible you can use the TurboTax Free File Program which is free to file both a federal and state tax return. The Free File Program edition is a full featured personal tax program and on a separate website from the TurboTax online editions.
