May I ask which State you are receiving this error with?

Last year, there was an issue with this, and most of the time, it was that TurboTax had allowed users to pay for their federal return without paying for their state return.
I have no idea if this is your situation, but is it possible that you have not yet paid for your state return?
"you are not entitled to efile one or more formsets" - a formset can be the collection of XML data (the data that is actually e-filed, not the PDF pages that you keep as a copy) that describes a state or a federal return.
I paid $40 and it said in the description ‘MN State filing.’ Am I supposed to pay something else? It’s not prompting me to do so.
I have spent so many hours on this that I just decided to request a refund. I might try submitting again later but would like a refund for now.

I am encountering the same error. I already paid and spent an hour and half with customer service with no fixes. I even tried to submit my federal taxes separately and it gave a different error message. This is unacceptable.

The only way I got mine to work was to delete the entire thing (both federal and state), start over and then choose not to pay for my return ahead of time (via Visa) and have it come out of my federal return instead. Only then did it accept it. I then had to contact Turbo Tax separately to get my $49 back since I had paid ahead initially when I got that error. I will never pay separately again - what a nightmare I spent days until I did this and got it to work. Good luck!
Unfortunately, I can't pay with federal because I am not getting a return. I owe both state and federal. Thanks for the well wishes.
