It is not clear from your very confusing post exactly what you did -- but paying your TurboTax fees does not file your tax return. You have to go all the way through the FILE section and click a big orange button that says "Transmit my returns now" -- or you have not filed the return. Did you do that? You can still e-file it up until October 15, 2020, and then e-filing will close for 2019 returns.
No one can file it for you---you have to file your return yourself. You might need to click on Add a State to get back into your return. You do not really have to add a state, but that will let you back in. Then go through the FILE section and go ALL the way to the big orange button.
After that--watch your emails.
When you e-file your federal return you will receive two emails from TurboTax. The first one will say that your return was submitted. The second email will tell you if your federal return was accepted or rejected. If you e-filed a state return, there will be a third email to tell you if the state accepted or rejected your state return.
