No. A Form 1099 is not the same as a Form 1040
The Form 1040 is the federal tax return that is sent to the IRS. A Form 1099 reports income received by you which is then entered on the Form 1040.
There are almost two dozen different types of Form 1099. The most common are 1099-MISC, 1099-INT, 1099-DIV, 1099-R, 1099-B, 1099-S and 1099-G.
If you received some type of Form 1099 for 2019 it should have been entered on your 2019 federal tax return.
TurboTax does not have a copy of the Form 1099. It would have Form 1099 worksheets that included the tax data from the forms that were entered. The worksheets would be included in the PDF of the tax return in the tax year the return was completed.
Copies of a Form 1099 would have to obtained from the issuer of the form.
To access your prior year online tax returns sign onto the TurboTax website with the User ID you used to create the account - https://myturbotax.intuit.com/
Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)
If you used the desktop CD/Download editions installed on your computer, the only copy of your tax data file and any PDF's will be on the computer where the return was created. TurboTax does not store online any returns completed using the desktop editions.
No, a 1099 is not the same as a 1040. The Form 1040 is the tax return form sent to the IRS with ALL of your information on it. A 1099 is a document showing income from one source---and there are almost two dozen different kinds of 1099's---so what was the source of the income you need a copy of?
Here is what a 2019 Form 1040 is:

A 1099Misc is typically issued by an individual or business for whom you performed work as an independent contractor, so seek a copy from them if you did not save yours. Many of the other types of 1099's are issued by banks, brokerages and other financial institutions from which you can seek copies.
