No, a 1099 is not the same as a 1040. The Form 1040 is the tax return form sent to the IRS with ALL of your information on it. A 1099 is a document showing income from one source---and there are almost two dozen different kinds of 1099's---so what was the source of the income you need a copy of?
Here is what a 2019 Form 1040 is:

A 1099Misc is typically issued by an individual or business for whom you performed work as an independent contractor, so seek a copy from them if you did not save yours. Many of the other types of 1099's are issued by banks, brokerages and other financial institutions from which you can seek copies.
