I'm trying to file my 2019 taxes but I can't download the 2019 turbo tax version. Is it to late to use the 2019 version?

A 2019 tax return can only be printed and mailed, it cannot be e-filed.

No you cannot ... importing is only operational for the current tax year because the employers don't keep them available once the new tax year arrives.
