I have a 1095-B and C but not A. Is there a way B and C will work, or Do I need to get A?

If you didn't get a 195-A do not enter one.  

For 2019 you only need to enter a 1095A not a 1095 B or 1095 C

A Form 1095-B and Form 1095-C are not entered on a tax return.  If you did not receive a Form 1095-A then you have nothing to enter.
