I have 2 license installed on one pc, but only get one state, why

May I ask what two TurboTax products did you install?

The IRS only allows 5 e-files from the same computer, email address, or IP address regardless of how many copies of TurboTax you buy. If a state return is included for free, you will only receive that one free state return.

May I ask do you have another computer where you can install one of those TurboTax products on?

these support people did not help at all. they have more questions for my personal info than issue.

other than wasting more time I purchased one more licence to get one more state finally

Sorry, You can't get another free state or more efiles by installing another program.  It doesn't work that way.  It might have been cheaper just to buy the second state program in the first Deluxe.
