Does a state return I-filed separately from the federal count as one of the five I-files allowed?

No.  Just 5 federal efiles which would include the state efile.  You can't efile a state return unless the federal was efiled from the same account  and accepted.   Was your federal return already submitted and accepted?

No.    But you cannot e-file a state return unless you have already e-filed the federal return successfully and the federal has been accepted by the IRS.
