EDITED COMMENT including why TT automatically completes the 85% Waiver line:
I use the download/PC Premier version on my desktop computer. For me, the latest TT update did fix this Form 2210 problem. TT correctly said that I have no penalty although I still need to file Form 2210 with the return. The Error Check says there are no problems with the Federal return. (I have not efiled yet but it seems this should permit efiling.)
TT automatically completes the 85% Waiver worksheet and if the criteria are met automatically checks box "A" in Reason for Filing even if absolutely no penalty is due. This seems to comply with odd wording in the IRS Form 2210 instructions. From the IRS instructions page 2:

If you are an individual taxpayer and you otherwise owe an estimated tax penalty, the IRS will waive the
penalty under certain conditions. You otherwise owe a penalty if line 9 is more than line 6 after completing Part I of Form 2210. If line 9 of Part I is more than line 6, complete the 85% Exception Worksheet below to see if you meet the conditions to be eligible to claim the waiver. If so, you must check Box A in Part II, write "85% Waiver" next to Box A, and file page 1 of Form 2210 with your return to request the waiver.

Note the second sentence. IRS seems to define "otherwise owe a penalty" whenever line 9 is more than line 6 even if your estimated payments lead to no underpayment in any time period as calculated in Part IV Regular Method.
For anyone using a downloaded version be sure you have updated the program and go through the underpayment penalty dialog again.
