Contact TurboTax support on Monday to get this problem resolved.

TurboTax support is open from 5am to 9pm Pacific time, 7 days a week starting on January 8

When entering the problem on the TurboTax contact website use the key words billing issues

If you are E-1 thru E-5 and using the Free or Deluxe online edition it is free to file if you have entered your military W-2.  The charge will be removed when you are reviewing your fees in the File section just before you file your tax return.

Did you indicate that you were active military in the My Info section of the program when entering your personal information?
Have you actually filed your tax return?  You would need to complete the File section Step 1, 2 and 3 and click on the large Orange button labeled "Transmit my returns now"
Did you pay the TurboTax account fees with a credit card?

What's your rank? As noted in first comment above, free returns are limited to E-1 through E-5, and you indicated you've used the program before ...
