If you have completed the forms then look at line 30 on each 1040 to see the amount of stimulus payment you qualified for.
For 2020 return, any refund will be on line 20 of the 1040.
For 2019 return, any refund will be on line 21a.
Yes ... refunds on 2020 & 2021 returns are still available so mail them in.
It is too late to collect the stimulus for 2019. There is a three year limit for claiming a refund, on your income tax return. Because of Covid, the IRS extended the deadline for 2019 tax returns to July 17, 2023, instead of April 15, 2023.
The way to collect any missed stimulus is to file your 2020 and 2021 tax return. As noted by others, look at Line 30 of the 2020 and 2021 tax return.

filing 2019 doesn't have anything to do with it.
Also, suggest checking your IRS transcript to see if they issued stimulus during those years and you simply didn't receive the check. if yes, the process is different. You have to contact US treasury using Form 3811.

Filing a 2019 tax return has nothing to do with receiving the 2020 and/or 2021 stimulus checks. or with receiving that money now as a recovery rebate credit. The way to get the stimulus money --- if you were eligible in 2020 or 2021 -- is to file a 2020 and/or 2021 tax return. The stimulus money is now the "recovery rebate credit" on those returns.
Your eligibility for the stimulus money—-now available as the recovery rebate credit— will depend on your circumstances in 2020 and/or 2021. If you could be claimed as someone else’s dependent in 2020 or 2021, you are not eligible for the recovery rebate credit now.
The first stimulus checks were issued in 2020; the first one was for $1200 for adults and $500 for qualified children dependents under the age of 17. The IRS was in a hurry to send out those checks so they sometimes used information from your 2019 return to send out the check. Or sometimes they sent it after you filed your 2020 return.
The second stimulus was sent in late 2020 or early 2021; that one was $600 per adult and $600 for qualified children dependents under the age of 17.
The 3rd stimulus check was $1400 for adults and $1400 for any dependent you claimed, and was sent out in 2021.
If you did not receive the first or second stimulus check, you can get it by filing a 2020 return and use the recovery rebate credit in Federal Review. The stimulus amount will show up on line 30 of the Form 1040.

Check your own bank account for deposits of the stimulus checks, and check your online account with the IRS to see what the IRS shows they sent to you.

Just an aside, I think he means since he didn't file a 2019 or 2020 return he didn't get the stimulus checks. The IRS used your 2020 (or 2019) return to send out the checks.
