Not sure what you are trying to do. You are posting from online Self-Employed. The only upgrade to that is Self-Employed Live--to get live support from a CPA or EA. And....you cannot start a new online return now anyway. Online software for 2019 is closed to starting new returns. You can download the desktop software to start a 2019 return--which will have to be printed, signed and mailed since you have missed the deadline to e-file a 2019 return.
Online preparation and e-filing for 2017, 2018 and 2019 is permanently closed.
To file a return for a prior tax year
If you need to prepare a return for 2017, 2018, or 2019 you can purchase and download desktop software to do it, then print, sign, and mail the return(s)

You may also want to explore purchasing the software from various retailers such as Amazon, Costco, Best Buy, Walmart, Sam’s, etc.
Remember to prepare your state return as well—if you live in a state that has a state income tax.
When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS/state received the return.
Federal and state returns must be in separate envelopes and they are mailed to different addresses. Read the mailing instructions that print with your tax return carefully so you mail them to the right addresses.
Note: The desktop software you need to prepare the prior year return must be installed/downloaded to a full PC or Mac. It cannot be used on a mobile device.
If you are getting a refund, there is not a penalty for filing past the deadline. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.
From what to what? And online for 2019 is now closed. If you have the Desktop program then All the Desktop programs have the same forms. You just get more help and guidance in the higher versions. Or do you need the separate Turbo Tax Business program to do a 1120 or 1065 Business return or 1041 Estate/Trust return?
From TurboTax 2019 Self-Employed to TurboTax 2019 Premier Investments and Rental Property.
I am in the Military and I see they offer "Start for free" at $90 with *State additional. This is what I should have ordered so that I could pay when I file.
However, it appears I've already paid $120 for TurboTax2019 Self-Employed.
Also, if it is possible to get TurboTax 2019 Premier Investments and Rental Property, is it possible that I can transfer the information I've already completed to it (I've completed most of 2019 Self-Employed can I automatically transfer that info to a the new different version?)
If I have the option to pay for filling a completed TurboTax 2019 Premier Investments and Rental Property, would TurboTax Intuit credit me for what I've already paid?
Is there a phone number I can call to discuss this with Intuit Customer Service?

You are talking about downgrading to Premier. The Self Employed version has everything that Premier has so you don't need to downgrade except for the price. But as we said it is too late to use the Online version. You need to switch to the Desktop program. Since you already paid ask support to give you the Desktop program. You will need a full Windows or Mac computer to install it on.

After you get the program installed the first thing to do before you open your tax return .tax file is to update the program and install any state programs you had. Then open your file. So you first might need to start a fake return to be able to download the state program (go to FILE - NEW).
