That is the service fee charged by the credit card processing company you used to pay the federal taxes.

Note - https://www.pay1040.com/ (Link2GovCorporation) or L2G would be the processor you used.

Actually, it is the processor Turbotax used. Is there no standard processing fee? It looks as though it changes based on the amount owed, is this correct?

L2G (Link2Gov) is a 3rd party credit card processor that the IRS contracts with and has nothing to do with TurboTax.

 

All credit card transactions have a fee but normally the merchant pays that fee to get your business. The US Government is prohibited by law from paying that fee since that would be using other taxpayers dollars to pay your credit card processing fee, so they charge it to you. That is provided for by law.
