When you get to the File section, TurboTax will prompt you to pay for the state e-file with a credit card. See screenshot below, from this thread. You could also pay the fee from your Federal refund, but that is an additional fee.
Some users, particularly Mac users, may not see the button at the bottom of this screen or the follow-up screen to initiate the payment, due to the way the screen is formatted on their device.
A description of this fix, adjusting the resolution on your screen, appears on this Apple Support page:
On your Mac, choose Apple menu > System Settings, then click Displays in the sidebar. (You may need to scroll down.) Select the display you want to adjust, then select the resolution you want to use. You may be able to turn on “Show all resolutions” to see additional resolutions for the display.
Depending on how you adjust the resolution, some app windows may not fit entirely on the screen. Using a scaled resolution may affect performance.
In the alternative, you could hook up a separate monitor to your device.
