What edition did you pay for?  Your post shows you are currently using the TurboTax Live Premier online edition for a federal tax return - $140

I purchased premier software in Costco and installed it on my PC with the code it provided. isn't that the right way to do it?

Yes, that is the correct way to install the software.  Then you should have started a New 2019 tax return using the software on your PC.  There is no need to use the TurboTax online editions.  Did you for some reason start a 2019 tax return using the online editions?  If so, then download the tax data file to your computer and complete the 2019 return using the desktop edition of the program.

If this is Not your issue, then what exactly are you being asked to pay for?  If it is for e-filing a state tax return for $19.99, that is the current e-file charge for a state return using the desktop editions.  This fee can be avoided by printing and mailing the state tax return.
