Yes, that is the correct way to install the software. Then you should have started a New 2019 tax return using the software on your PC. There is no need to use the TurboTax online editions. Did you for some reason start a 2019 tax return using the online editions? If so, then download the tax data file to your computer and complete the 2019 return using the desktop edition of the program.

If this is Not your issue, then what exactly are you being asked to pay for? If it is for e-filing a state tax return for $19.99, that is the current e-file charge for a state return using the desktop editions. This fee can be avoided by printing and mailing the state tax return.
