A payment plan for what exactly? You cannot set up a payment plan to pay your TurboTax fees, if that is what you mean. Your fees must be paid before you file, or if you are getting a federal refund, there is an option to have the fees deducted from your federal refund.

If you owe federal tax due, then you have to pay your TT fees before you can e-file and then you can pay your tax due in a variety of ways.
If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.

You must pay your state tax due using the state’s preferred method of receiving payment. For most states that will be by making a payment to the state’s own tax website, or by mailing a check or money order.

If you are unable to pay your taxes in full, you should still file by April 15th, but you can apply for a payment plan from the IRS.
When you get to the end of TurboTax, prior to hitting file, it should also give you the option to apply.
