You would have to mail it. You cannot e-file a state return unless you have e-filed your federal return and it was accepted. So you could print it and mail it, and wait to send in your federal later--either by e-filing federal or mailing it.
Did you do Federal at all in Turbo Tax?
You can't prepare just state. You need to fill out federal first and pay any fees to do state. Then say to mail both and just mail state.
There are 37 states that tax personal income. To the best of my knowledge, none of those states will accept an e-filed state return until you have also e-filed your federal return.
Oh---duh----my brain went to user owing federal and wanting to wait to file it and only wanting to file state for a refund.....but of course----I shoulda said no stand alone state returns.....
This statement...37 states tax personal income is wrong.....you're mixing up 37 states that don't tax social security benefits with 7 states don't have an income tax.

CO, CT, KS, MN, MO, MT, NB, NM, ND, RI, UT, VT, WV
These states offer varying degrees of income exemptions, but four mirror the federal tax schedule: MN, ND,VT, and WV
