@jtb5 What TurboTax program are you using?
The TurboTax online web-based editions? If so, are you using the Mobile Device or are you using a computer to access the online edition?
Or are you using the TurboTax desktop CD/Download edition installed on a personal computer? If so, are you using Windows or Mac as your operating system.
I can close my ongoing return so it's not open on my computer but I can't sign out.
If you have the online version of TurboTax and you close out of the browser, it automatically saves your work ( as long as you have hit continue) and then all you need to do is close the browser to sign out. When you go to log back in later, you will need to enter your username and password to get back in your return. When you close it, you are signed out.
I am seeing you say Online Premiere and the you downloaded a version. If you downloaded the program, it is saved local on your computer. If you go to the top left hand corner and click File>>Save, you have saved your return, then you can just hit the x on the upper right hand side and it will close out.

So I guess I'm not understanding how to close the browser because all I do is click the red dot top left to quit and save my form and removing it from my computer screen. Then I go to the bottom of the screen and remove it from the Dock. When I open the program again it automatically comes up.

When you start the TurboTax desktop software, that does not log you into a TurboTax account. All you need to do is go to the Investment section and download the Form 1099-B from your brokerage account.
To enter an investment sale -
Click on Federal Taxes (Personal using Home and Business)
Click on Wages and Income (Personal Income using Home and Business)
Click on I'll choose what I work on (if shown)
Under Investment Income
On Stocks, Cryptocurrency, Mutual Funds, Bonds, Other, click the start or update button

Sorry this will be a long explanation:
I was told I need to sign out/ log out of my TT program to download my brokerage account.
I tried several times and spoke with the IT service with my Brokerage account. I have to log into my brokerage account first and then after 10 minutes I open my tax program and it should download. I tried that with the IT people on the phone but when I opened the tax program my tax form wasn't there. So I had to fill everything in again and I was successful in downloading the Brokerage information. Then I accidentally deleted the Tax form so I had to start again but didn't get to the part where I download the Brokerage account so I closed it. The next day I tried the download and it wouldn't work. I'm thinking because I wasn't signed out/logged out of my Tax program.
So I'm trying to sign out and I can't do that.
Oh my gosh. Are you talking about the file/ save drop down on my computer not the TT program? This will sign me out of TT so when I go back in I will have to enter a password to open it?

I have had three separate financial accounts where I need to download certain Form 1099's, one with E*Trade for a Form 1099-B, one with Fidelity for Form 1099-R and one with Wells Fargo for Form 1099-INT. Never did I need to sign on to the account outside of TurboTax and then start the TurboTax program to download the Form 1099's. My downloads are all done through the TurboTax program.
Why you have to do this is beyond my expertise. All I can tell you is when you close the TurboTax program that will break all and any links being accessed so there is nothing you need sign off of once the program is closed.
By opening my TIAA brokerage account first it opens a back door to allow a link with TT, that's what the IT people said. Then, not having TT running on my computer while that is happening is important. I don't know how any of this works, but it did work once and only when I had to start a new return. If I can't get it to work again, I may delete and start over🙄🤷🏼♀️

I was able to download. Turns out when I went to TurboTax to access my Brokerage account, I typed the wrong login every time I tried. Thank you for being patient with me.
