I resolved it by uninstalling and reinstalling.  Thank you for your help.

The problem still exists as of March 14. I installed and re-installed, turned off anti-virus, uninstalled and reinstalled state, detached and reattached form 8453, no luck e-filing Federal and California State 1041s. Finally, at suggestion of Gemini AI, I e-filed only Federal. This worked. I waited until Federal returns were accepted (overnight even!) and still CA 1041 e-file returns error code 54. It is March 14. Intuit needs to fix this problem!

March 15.  I was also able to get the Fed to file, but the California return is still unable to file electronically.  There is no excuse for this kind of problem, yet I seem to find things every year that require work-arounds.

@LeticiaF1 postal mailing the return is not a solution to a software problem that Intuit has not fixed. I paid $25 to Intuit to e-File my returns and I expect the software to work. I have tried every possible troubleshooting listed on Intuit Community forums: uninstalling and re-installing TurboTax Business, clearing Browswer cache (Chrome and Edge), doing disk-cleanup to remove any strange files, uninstalling and reinstalling California State Turbo Tax, turning off Anti-Virus SW, restarting computer, downloading and running Intuit's super patch for TurboTax Business. Confirming the date and time on my computer are correct. I have tried everything except holding my breath while hopping on one foot and hitting transmit now. 

 

Clearly Intuit still has a problem to fix.

Same error when I attempted to e-file.  Called TT and opened a support request.  Planning to follow up to ensure a satisfactory resolution.

Spent an hour to get to level 2 support and they recommended to ensure that .NET Framework 3.5 is checked.  

TurboTax desktop requires Microsoft .NET Framework 3.5 (including 2.0 and 3.0) and 4.8 or higher, which can be enabled via Windows Control Panel under "Turn Windows features on or off"

THANK YOU! This worked! Here is exactly what I did to e-file two California 541 returns that had returned Code 54. Directions from ChatGPT

Step-by-step: Enable .NET Framework 3.5
1. Open Windows Features
Click Start

Type: Windows Features

Click: “Turn Windows features on or off”

2. Find the .NET Framework entry
In the list, look for:

“.NET Framework 3.5 (includes .NET 2.0 and 3.0)”

👉 This is the key one

3. Enable it
If the box is unchecked → check it

If it’s a filled square (partially enabled) → click it until it becomes a full checkmark

Then click OK

4. Let Windows install it
It may download files from Microsoft

This can take a few minutes

You may be prompted to restart → do it

I also had .NET Framework 4.5 already enabled. 

 

A. Then I restarted my computer.

B. Did a Windows Disk Cleanup

C. Ran TurboTax Business as administrator.

D. Selected "Mail in Return" (vs. e-File) and saved the return, closed TurboTax. (Supposedly this clears out any strange errors from attempting to previously e-file

E. Ran TurboTax Business as administrator

F. Selected one of my two 541 returns, e-filed and got SUCCESS!!

G. Opened the other 541 return. repeated from step C. On Step F, the second return e-filed.
