If you want to use TurboTax to prepare a 2019 return, you'll need to use 2019 desktop software (CD/download). You can purchase 2019 desktop software directly from TurboTax as a download at this page and install it on your computer:

You may be able to find the 2019 software cheaper at a reputable authorized retailer like Amazon, but even there be sure it is a legitimate authorized product from Intuit sold directly by Amazon itself, since there's no way to be sure all third-party sellers on Amazon are legitimate. The 2019 return cannot be efiled. It will need to be printed, signed, dated, and mailed. It's a good idea to mail by a method that has tracking, such as certified mail, priority mail, etc.
If you have both Federal and state returns, you need to mail each one separately to its respective tax agency.
Addendum:
It's recommended to prepare 2019 first (using the 2019 desktop software as explained above.) Then we can tell you how to transfer the 2019 data file into your 2020 return when you begin the 2020 return. That's especially important if you have carryover items from 2019 that have to be accounted for in 2020 such as depreciation, capital gains/losses, etc.
Also, if you efile the 2020 return, during efiling it will ask you to verify the 2019 AGI. Since you did not file a timely 2019 return last year, you would enter a 2019 AGI of 0 (zero) when efiling the 2020 return.

The 2019 return cannot be efiled with TurboTax. It will have to be printed, signed, dated, and postal mailed. If you don't have a printer, you could save the return as a PDF, and hand carry it to a trusted friend or relative to print it out for you.
NOTE: Be careful with any PDF file since it contains very sensitive personal info, possibly including bank account numbers in some instances, so do NOT email it to anyone.
As I mentioned above in my earlier comment, when you efile the 2020 return, when it asks you verify the 2019 AGI, you would use an AGI of 0.

When you finish preparing the 2019 return in the 2019 desktop software, one of the forms that should print with the return is the Filing Instructions (or you can find that page in Forms Mode). For the Federal return, where to mail depends on whether or not a payment is enclosed. The IRS center to use also depends on the state in which you are located (see the IRS article below.)
For a state return, you have to go by your state's mailing instructions, which may also be in the Filing Instructions printout (or Forms Mode.)

To assemble your return, you include the 2019 Form 1040 and behind it, any schedules/forms that have attachment sequence numbers in the top right corner (assemble in order). You do not include other worksheets, summary pages, etc. You also attach (to the 2019 Form 1040) a copy of any 2019 W-2 and any W-2c (if applicable.) Also, if applicable, you attach a copy of a 2019 W-2G and/or 1099-R if tax was withheld.
It's recommended to mail by a method that has tracking such as certified mail, priority mail, etc. Mail the Federal return to the IRS, and the state return to the state tax agency. Some states also require a copy of the Federal return to be included with the state return. The state Filing Instructions that print out with the return should tell you what to do, or you can check on your state tax agency's website for mailing instructions.
