When you finish preparing the 2019 return in the 2019 desktop software, one of the forms that should print with the return is the Filing Instructions (or you can find that page in Forms Mode).  For the Federal return, where to mail depends on whether or not a payment is enclosed.  The IRS center to use also depends on the state in which you are located (see the IRS article below.)

For a state return, you have to go by your state's mailing instructions, which may also be in the Filing Instructions printout (or Forms Mode.)

To assemble your return, you include the 2019 Form 1040 and behind it, any schedules/forms that have attachment sequence numbers in the top right corner (assemble in order).   You do not include other worksheets, summary pages, etc.  You also attach (to the 2019 Form 1040) a copy of any 2019 W-2 and any W-2c (if applicable.)  Also, if applicable, you attach a copy of a 2019 W-2G and/or 1099-R if tax was withheld.

 

It's recommended to mail by a method that has tracking such as certified mail, priority mail, etc.  Mail the Federal return to the IRS, and the state return to the state tax agency.  Some states also require a copy of the Federal return to be included with the state return.   The state Filing Instructions that print out with the return should tell you what to do, or you can check on your state tax agency's website for mailing instructions.
