Foreign investment earnings and losses?

My husband holds three foreign investment accounts (we are married filing jointly). Last year, I reported the interest as if it was 1099-INT income although we do not receive tax documents. This year, two accounts have earned interest, but one account had a significant loss in value. I'm not sure how to report this so that the losses are offset in the total interest earnings?

You can not offset the loss of value against interest income. You will be able to offset against your income any loss up to $3000 if you sold the stocks and received the sale proceeds.
