Yes if you have other income like interest and dividends. If you have only SSI, the entire SSI will not be taxable and you will not be able to file if the taxable income is 0. You can mail in the tax return.

You were a nonresident for the years 2016 to 2020.
You are considered a nonresident for five calendar years if you were in the USA on an F1 visa and you were not in the USA in 2021 and therefore continue to be a nonresident alien.
The compensation is not a US source of income as you did not perform any service in the USA.
If there was tax withholding you have to file a 1040NR to get back the taxes.

Unfortunately no. Your parents should have either SSN or ITIN for you to claim them on the tax return. They should also satisfy the substantial presence test.

You can file an amendment and correct your tax return after your tax return has been processed by IRS and CA. You then file 1040NR with the amendment.

1. You do not have to file a separate return for Sep to Dec 2021 as you had no US source of income and you were a nonresident. You must file 1040 NR if you are a dual-status taxpayer who gives up residence in the United States during the year and who is not a U.S. resident on the last day of the tax year.
Write "Dual-Status Return" across the top of the return. Attach a statement to your return to show the income for the part of the year you are a resident. You can use Form 1040, U.S. Individual Income Tax Return as the statement, but be sure to write "Dual-Status Statement" across the top.
2 Yes you can not claim the standard deduction if you are filing the dual-status return. TurboTax does not support 1040NR. You will have to use Sprintax.

You must have received the 1095 HC form from your insurance provider. You need to get it and enter it in TurboTax in the state return. You will not be charged a penalty.
