ERROR *Argument out of range Intuit client app updater

Can't update and can't download my state software.  This error is frustrating.  I've dumped my computers cache and cookies, I have a great connection and nothing is working.  Can't update and can't download my state software.

I am trying to download California.  But, the general update for the software won't work either.  I have excellent connectivity and am running Windows 10.
