Error: 10366 in Turbotax Business

When I am trying to start to fill a new Form 1065 (Multi-member LLC) an Error Code emerging and the program crashes.

 I have tried to use program in different computers, but result is same.

I ran program as Administrator, but result was same.  

ERROR MESSAGE:

TurboTax cannot load the installed tax forms. There may be a permission issue on the perwin.ini.file. We cannot read a value for key EngineOptions.CachePath.

File location

C:\Users\-ERD-\AppData\Roaming\Intuit\TurboTax\TY20\business\perwin.ini

Error: 10366

I made a small search on internet and learnt people experienced same problem even 14 years ago in Turbotax. However, Customer Service Representative told me that she heard that problem first time.

Please try uninstalling the program and reinstalling to see if this fixes the issue. Please see the instructions below:

I could not fix the problem, and I have couple days to fill my tax form.

how can I switch my Turbotax Business Download version to online version? Because I am not able to use Download version. I installed program three different computers and having same problem. Most probably there is a system problem in the software.

I have this exact problem -- reinstall didn't help. Running on Windows 11. Very frustrating. Has anyone been able to get past this issue?
