Does TurboTax allow the option to e-file 1040-X?

Yes, beginning with 2019 federal tax returns, you can e-file your 1040X. Just follow these instructions. However, amended federal tax returns for previous years must be printed and mailed.

Three weeks after mailing your amendment, you can start tracking it at Where's My Amended Return? on IRS.gov.

I amended my 2019 tax return from TurboTax, but was told to mail it instead of submitting it electronically.

The IRS is not accepting 1040X returns at this time. On the list of IRS form availability here, the date is of when the form will be accepted is  03/25/2021. The form is found at the end of the forms list. You could mail your 2019 1040X Amended return if you do not want to wait.

I'd like to know if I can submit my amended tax through TurboTax (online), or I have to print and mail it. IRS allows e-filing for 2019 tax amendment, but it looks like TurboTax does not provide the option or service yet. Can anyone confirm? Thanks!

At this time Turbo Tax does not support the e-filing of 2019 amended returns.

We don't know but you may be able to efile 2019 amended when Turbo Tax opens efiling for Amended 2020 returns later this month.  So I would wait a couple weeks and see.  You have 3 years to file an amended return.
