Try this workaround for the online editions -
Click on Federal > Click on Other Tax Situations > Under Additional Tax Payments choose Underpayment Penalties - Answer the on-screen questions, except set the amount owed in 2017 to 0, leave the rest at the default settings that TT imported and Form 2210 will be left off your e-file. After you've answered the questions, you can confirm Form 2210 has been removed by going to Tax Tools > Tools > Delete a Form. It will then show you a giant list of all of the forms in your return. 2210 should not be in it.

My version is desktop.  I’ve never used the online version.  Maybe there is some other way to create an Additional Information Explanation Statement form in the online version?  I’m guessing the Feds just want Line A explained, and TT’s auto-fill doesn’t work, but attaching an explanation to Form 2210 does work, regardless of how the Explanation is triggered (in my case, triggered via Line B).  That’s my theory, anyway.

This workaround isn't working for me (Basic version on the Mac). On form 2010, I click the "Explain" box on Line B, and add "85% Waiver" to the explanation page. But the explanation page isn't included on my return when I e-file. I've been rejected three times as a result. Am I missing something?

My version is TurboTax Premier desktop/Mac.  The "Additional information from your 2018 Federal Tax Return" page printed as the last page of my printed Federal Return, after the "ELECTRONIC POSTMARK - CERTIFICATION OF ELECTRONIC FILING" page, and before the start of the State return pages.  It did not print next to Form 2210.  It printed dead last before the State pages.  Here is the content:

disappointed...this happened to me and putting 0 in the 2017 owed worked (DoninGA comment above). This seems like a legitimate answer since my 2017 return did not include form 2210. After reading on the IRS website, it seems all of this is moot anyway since the IRS instructions for form 2210 implies that the government will calculate the penalty if the form is not included. I am content to have the form removed and rely on the IRS to calculate the penalty (which should be none) over TurboTax. I never thought I would type that sentence. Hopefully my comment is helpful to someone else as that is the only way I can feel like the universe got something out of the three hours I wasted fixing this problem and then reading the IRS form. TurboTax has too many competitors and charges too much to do this poor of a job fixing (or not fixing) this issue.

What finally worked for me is going to Federal > Click on Other Tax Situations > Under Additional Tax Payments > Underpayment Penalties  Then changed the owed amount in 2017 to 0. Then deleted the 2210 form, and IGNORED the warning that popped up that my returns had been rejected and submitted them anyway. Shortly got a message saying the return had been accepted. I pay way too much to TT to be spending three or four hours figuring out a workaround for this problem.

dougandersonarts is 100% correct on how to fix the Form 2210 underpayment error problem with the TT saying there are no errors but the return being rejected by the IRS...when you are in the Underpayment Penalties section simply set the 2017 tax paid to 0.   This solves the problem by setting your minimum expected 2017 withholding to zero and so WILL NOT trigger the 2210 form at all regardless of what your witholding or estimated payments were....This is definitely both a programming and quality testing issue with TT and should not be happening.     The other error I found was the way the 2210 worksheets were not including any of your 2018 estimated payments in the calculations as to whether you met the 85% threshold of total tax withheld/estimated against your 2017 total tax liability.     I know this is a technicality, but I have heard directly from the IRS that they are not going to penalize for underpayment this year if you file on time given the tax law changes and their shutdow....so why then is TT even including a Form 2210 in their package?

Just be clear that if your 2017 tax paid was NOT zero, then setting it to zero for your return this year is to willfully falsify your taxes.  I'm not trying to be cute.  I imagine there won't be consequences, and none of this should still be going on if TT would just do their job and fix this, but personally, I would not knowingly file a false return, even for this.  So, I'm just saying – be clear what you're doing if you decide to do that.

Any idea how to input the 85% waiver comment into line B on self-employed online version? Not having any luck and have had three rejections. So frustrated.

Yes, also experiencing the same issue with the online version. Never had this happen before and can't get rid of it. How do you actually add the comment on line B to move on?

I am retired and pay the bulk of my taxes during the year by four quarterly estimated tax payments.  I completed my Federal Return and I am owed a significant refund.  However TT for some reason includes Form 2210, Underpayment of Estimated Tax, in my Return with Yes marked in Part 1, Box 9 (you may owe a penalty) and Part 2, Box A filled in (You request a Waiver) with 85% Waiver Printed in.;  This makes no sense to me since I am due a considerable refund.  I tried all methods to delete this 2210 page but none of them works.  Guess I'll have to go the route of setting the 2017 tax paid to zero per the above.  If I do this does the e-file with the IRS work?

From people's comments, it appears to work, but you should be very careful. I noticed that doing this removes form 2210, and changes an entry in the Carryover Worksheet. (I don't think the worksheet goes to the IRS, but I'm not completely sure.) Are those the only changes this makes to the tax filing, so this doesn't create a fraudulent return?

I called Turbotax and they said there will be a fix coming out on 2/22.
