I went to school in Alabama and earned income in 2018 as a resident of another state.  Now I'm a Alabama resident, and earned income as a resident.  Do I need to file both Form 40 and form 40NR?

No, you will file Form 40NR you are not required to file Form 40 when you file Form 40NR.

An Alabama Part-Year Resident is any individual who moved into the state. Income attributable to Alabama is taxable on the state return. You may need to claim a credit for taxes paid to the other state if the same income is taxed on both state returns.

I did legally move into the state, I changed legal residency in May and earned income in Alabama under both VA and AL residencies.

The year you moved in you file form 40NR after that first year you file from 40
