I have filed the 2019 return on March 8th,2020.
I understand federal taxes are extended to July 15,2020.
If I cancel my scheduled payment for April 5th will the return I filed in Turbo Tax still be filed on time by April 15,2020?

Yes - Since you have already filed your return, it will still be considered as filed on time, even if you cancel the direct debit payment scheduled.

Yes, this is my situation, due to unexpected and necessary expenses for personal protection, masts, gloves, disinfectants, for my personal use, constantly, as well as for my home: disinfectants, wipes, cleansers for my home which are different from what I normally buy. Because I must stay home--for my own protection because I am elderly and not well, avail myself to earn extra money to help with my bills, yet, I must pay someone to care for my yard--mowing, weed-eating, edging, etc. now that spring has come and that work must be done.
The extra time will at give me time to adjust how I can manage the overarching expense and get all of my bills on track.
I have already filed my 2019 taxes and have been approved for an Installment Plan, and my first payment is scheduled for Apr 5, 2020. Due to the sudden, and unexpected expenses associated with the COVID-19, I am beginning to experience "hardship," due to the unusual behavior of cleansing, disinfecting, and washing of my hands continuously and throughout the day, in addition to disinfecting and cleaning my entire house as well as maintaining it in that condition, a "non-paying" job, for it is beyond the criteria for normal living. Such supplies have to be replaced and the center for disease control (CDC) equates the extensive cleanliness and sanitizing of my hands to saving my life although supplies run out quickly and must be replaced because of the duration of the current dilemma in which we all find ourselves. I must buy and use more gas to drive to several places, not near home, looking for supplies that have run, yet, "necessary" supplies and supplies that I do not have to replace so very quickly!
I will be grateful for this extension.

This is probably not the best place to ask for an extension on an installment plan. The IRS will not see it.
If you need to change your installment plan, you will need to contact the IRS.
For those people on installment plans with the IRS:
"For taxpayers under an existing Installment Agreement, payments due between April 1 and July 15, 2020 are suspended. Taxpayers who are currently unable to comply with the terms of an Installment Payment Agreement, including a Direct Debit Installment Agreement, may suspend payments during this period if they prefer. Furthermore, the IRS will not default any Installment Agreements during this period. By law, interest will continue to accrue on any unpaid balances."
