This form won't let me fill it out. I can only put in copynumber and address but can't fill out the other items. Is this intentional? Do I need to print out and fill out?

You can file a conventional paper return that includes IRS Form 4852 if you haven't been able to get a W-2 from your employer. A tax return that includes a Form 4852 can't be e-filed because of IRS regulations.
Follow these instructions to prepare Form 4852:

I received an incorrect W2, and am adjusting it. I’ve written to my HR department, but not expecting a response. Form 4852 has ‘Form 1099-NR’ selected, but I want to deselect that one, and select the other box instead (incorrect ‘W2’). Do I need to manually delete the W2 that I had previously imported, to get this form fillable?
You will need to delete it because you are filing a substitute for it. I did the above using TurboTax Desktop. If you follow those steps, you should be able to complete the Form 4852 and print it to mail with your tax return. You do not complete it in Forms Mode. Go back to your W-2 entries and follow the instructions above. This should allow you to properly print your form. You will have to mail your tax return.

Jumping to the W2 section doesn't get me to that screen, it gets me the option to fill in a new W2 manually. Should I try that, and hopefully it'll get me through to the 'other uncommon situations'? I already deleted W2. Thanks in advance.
You should go to the Wages and Income section and then Wages and Salaries:
After you enter your W-2 information, you will see where you can indicate that you Didn't get a W-2 (manually calculate my earnings) and later the option to say you need a substitute W-2:
